I am hoping that they wanted to control max level initially and didn't want to put too many skills because it would be too hard to level up a butt load of skills and they would unbalance the game. If that's true, then because they added legendary skills in an update and continuous leveling up, MAYBE now that leveling isn't limited they won't have to hold back how many skills they give you and we can get all the older skills back. Fallout 4 also had continuous leveling so seems like it has become the trend. But Todd Howard claims that the game capacity of "The Elder Scrolls 6" will reach an epoch-making 20G. Nearly half of the objects in the game can be destroyed. This is due to Bethesda's improved creative engine. This engine is also used by Industry insiders. It is widely believed that it is the next-generation engine that has the ability to challenge Frost & Ice III.
I think each piece is tagged as being a certain material type. Which is great and keeps armor nice and shiny and prevents cloth from looking too metallic , but the system is not that great. It needs a major overhaul. Unfortunately QOL updates don't make much money. It really is the test of how much a companies management loves their game. Unfortunately zenimax is very corporate and answers to shareholders so things like this will get back burnered in favor of new content.
