I am hoping that they wanted to control max level initially and didn't want to put too many skills because it would be too hard to level up a butt load of skills and they would unbalance the game. If that's true, then because they added legendary skills in an update and continuous leveling up, MAYBE now that leveling isn't limited they won't have to hold back how many skills they give you and we can get all the older skills back.
